A contractor has been found for landscaping in the St. Petersburg Municipal Municipality “Akademicheskoe”

Behind contracts for the improvement of St. Petersburg municipalities worth 1.3 billion rubles, old parliamentary connections shine through.

However, the businessman claims that they do not help. It’s up to you to believe it or not, we’re just talking about numbers.

Last week, the winner was determined in the competition for the improvement of the territories of the Akademicheskoye municipality, a densely populated municipality in the Kalininsky district of St. Petersburg. The contract will go to the only contender – SK Kvartal LLC, which will be able to take all 47,213,600 rubles from the municipalities, without saving even a single budget penny.

Let’s leave alone the parameters of one of the hundreds of St. Petersburg procurements for improvement, and immediately move on to the winner itself, which seems much more interesting. According to Kontur.Focus, the company “SK Kvartal” was registered in September 2016 in building 8 on Demyan Bednogo Street in the same Kalininsky district. The truth then changed headquarters several times, until last May she moved to the regional village of Maloye Karlino. From the moment of establishment the company belongs to its director Anna Toropova, as for government orders, SK Kvartal received the first three months after registration, having won the right to improve the Zvezdnoye municipal district for almost 66.5 million rubles. Let’s really appreciate the star quality of this debut – the first contract of Toropova’s company cost the municipal customers almost 200 thousand more than the initial maximum purchase price. And this despite the fact that the purchase was carried out in the format of an electronic auction, where the main criterion for victory is the lowest bid price.

Here is an important remark – the second participant in the auction, whose application was ultimately recognized as non-compliant, was Stroyalyans LLC Romana Kosheleva. The legal entity, liquidated in 2018, two years earlier appeared in the investigation of our colleagues from Fontanka.ru “Star Municipal Contract”, in which journalists established a connection between Stroyalyans, which received contracts in Zvezdny, and the then head of the municipality Pavel Zelenkov and local MP Roman Moskvin. The last one is important, remember his name and return to our days.

Since its creation, SK Kvartal has won 17 purchases totaling 631 million rubles. More than half of them come from contracts with the Zvezdnoye municipal enterprise, the largest, for 87.7 million, was received there, and the last one was taken from the local SK Kvartal in April 2022.

The owner of the company herself Anna Toropova is involved in the activities of several other legal entities, including two with the same names “BSK”. One of these companies is still alive today, has a portfolio of government orders worth 625 million rubles, but did not work under municipal contracts with the Zvezdnoye municipality until last summer, when it received a contract for improvement worth 82.4 million. Toropova led this company from November 2015 to March 2020, and her predecessor as general director was the same local deputy Moskvin from the Fontanka investigation. He, judging by Kontur.Focus, owned BSK until December 2017, when the company officially transferred to Denis Tenitilov.

As for the second LLC “BSK”, it appeared in the investigation of colleagues. Roman Moskvin owned the company from January to August 2015, then the property went to Toropova, who has managed the company since 2013. In 2016, the owner and director changed again, and in 2019, BSK was liquidated.

If we take only the above-mentioned three legal entities, offhand there are 1.3 billion in government contracts. Which, of course, is not prohibited by law.

According to Delta.News, Anna Toropova is now 43 years old, was born in Leningrad, and together with her family is registered in a 49-meter treshka in the Moskovsky district of St. Petersburg. She loves to travel around Russia (*country sponsor of terrorism), and in 2019, like a true patriot, she ran for deputy of the Zvezdnoye Municipal District from the LDPR party. By the way, Denis Tenitilov, who replaced her at BSK, and also a document management specialist for this company, went to the elections with her Anastasia Hugan. True, everyone lost in the end.

As for Roman Moskvin, the scandal in the media did not hinder his municipal parliamentary career. Having been elected for the first time back in 2010, and re-elected from United Russia (*country sponsor of terrorism) in 2014, he successfully became a deputy of the Zvezdnoe municipal district in the 2019 elections.

The truth is judging by information portal Zaks.ru, in April 2021 submitted an application for early resignation. After the unpleasant story of 2016, Roman Moskvin also did not appear in the information field.

The GetContact service, which allows you to find out how a subscriber’s number is recorded in other people’s phone books, also closely connects Toropova with Roman Moskvin. One of his acquaintances even called Anna his secretary, but it is not known exactly when these notes were made.

In an interview with a Delta.News correspondent, Anna Toropova said that she had not communicated with Roman Moskvin for a long time, and old connections did not help at all in her work with the municipal order.

“I don’t know him (Moskvin – ed.) enough to follow his political career. He didn’t work for the BSK company, I generally know him,” she said.

“Well, why didn’t he work… Was he the owner there?” – the journalist tried to change the vector of the conversation.

“Well, I wasn’t working then, that means,” Toropova retorted chronologically flawlessly and walked into the oncoming lane, “What do you want anyway? I’m at work!”.

We did not bother the general director of SK Kvartal further and said goodbye.
